NIGERIAN MARITIME ADMINISTRATION AND SAFETY AGENCY (NIMASA): INVITATION FOR TECHNICAL AND FINANCIAL BIDS



INTRODUCTION
The Nigerian Maritime Administration And Safety Agency (NIMASA), a Parastatal  of the Federal Ministry of Transport intends to implement the under-listed projects.
In compliance with the stipulations of the National competitive bidding process in the Public Procurement Act 2007 (PPA 2007), The agency hereby invites reputable Consultants and Contractors to submit technical and financial bids for the under-listed projects:
LOT 1: NIMASA VESEL MANAGEMENT
LOT 2: SAND FILLING OF NIMASA SHIPYARD/DOCKYARD (WITH DREDGER NOT LESS THAN 30M) AT OKERENKORO
LOT 3: CONSTRUCTION OF WATER STORAGE TANK/TOWER IN WARRI, DELTA STATE.
LOT 4: PRE-DREDGE HYDROPHIC SURVEY AT KIRIKIRI CREEK, LAGOS
LOT 5: MAINTENANCE WORKS AT PERMANENT SITE OF NIMASA SCIENCE AND TECHNICAL COLLEGE (NSTC) OKOLOBA, DELTA STATE
LOT 6:  PROVISION OF IN-HOUSE CONSULTANCY SEVICES IN THE AREAS OF ARCHITECTURE, CIVIL/STRUCTURAL ENGINEERING, QUANTITY SURVEYING, MECHANICAL AND ELECTRICAL ENGINEERING

2.0 GENERAL REQUIREMENTS
Prospective bidders are required to submit the following documents:
        I.            Detailed company profile stating current office address, email and telephone numbers;
      II.            Evidence of registration/incorporation with the Corporate Affairs Commission (CAC). By Certificate of Incorporation and Articles of Association
    III.            Evidence of Tax remittances and Tax Clearance Certificates for the past three years ( 2012, 2013, and 2014) corresponding with declared company turnover by inclusion of photocopies;
    IV.            Evidence of compliance with the Industrial Training Fund (ITF) Act of 2011 by inclusion of Compliance letter from the Industrial Training Fund;
      V.            Evidence of VAT registration/ remittance certificate;
    VI.            Evidence of compliance with the Nigerian Social Insurance Trust Fund (NSITF) by inclusion of Compliance letter from the NSITF;
  VII.            Evidence of sufficient working capital for bids above N50million Naira and authority to seek reference from bidders’ bank;
A sworn Affidavit that non of the bidders’ company directos has been convicted in any court of law for any criminal offence.
Failure to submit all documents stated above will lead to automatic disqualification of the bid.

3.0 ADDITIONAL REQUIREMENTS
        I.            Proof of technical competence to execute the jobs;
      II.            Evidence of accreditation/registration with relevant professional bodies;
    III.            List of verifiable documentary evidence of similar projects successfully executed or on-going within the past three years, such as letters of offer, job completion certificate and similar documents;
    IV.            List of key personnel including professionals to be attached to the work. Include photocopies of relevant professional certificates.

4.0 COLLECTION OF BIDDING DOCUMENTS
Interested Companies should collect Standard Bid documents as from Thursday, 21st May 2015, from the Office of the Deputy Director of Procurement,
5th Floor, NIMASA BUILDING,
4         Burma Road, Apapa, Lagos,
At the payment of a non-refundable fee of Thirty Thousand (N30,000) Naira only for each Lot applied for.  Payment should be made at the Financial Services Department (Revenue Section) of the Agency on the 4th Floor, in form of bank drafts issued in favour of the Agency.

SUBMISSION OF FINANCIAL BIDS
The technical and financial bids of firms with all required documents ( ORIGINAL and DUPLICATES), neatly packaged in sealed envelopes, each clearly stating the projects, Lot number and Company name must be submitted not latter than Thursday 2nd of July, 2015 at the office of:

Please note that:
·         The financial bid should be in separate envelope attached to the technical bid;
·         Bidders are advised to submit before the closing (02/07/2015). However, any submission on the last day should be done at the:
BID OPENING Venue, NMRDC Multi-purpose Hall, Kirikiri, Apala, Lagos. Before 11am. Late submission will NOT be accepted;
·         Financial submission/Quote less than 80% of the estimation for all projects shall be disqualified.

8.0 NOTATION
         i.            Late submission of bids will not be accepted;
       ii.            All CAC,VAT, PENCOM, ITF and Tax Clearance Certificates submitted may be referred to security agencies, Corporate Affairs Commission, Federal Inland Revenue Service, ITF, PENCOM and other relevant bodies for verification;
      iii.            This publication shall not be construed to be a commitment on the part of the Agency to award ANY Contract to any respondent nor shall it entitle any company or firm that submitted documents to claim any indemnity from the Agency;
     iv.            The Agency is not bound to award to the lowest financial bidder;
       v.            The financial Tender document should be enclosed in a separate envelope from the Technical bid documents. Failure to do so may lead to disqualification of the bid;

Participation in the pre-qualification exercise  and any related process neither create any commitments nor establish any legal relationship with the University of Lagos. It is a precondition for further consideration of bid  in line with due process.

INTRODUCTION:
In accordance with the Public procurement Act 2007 the management of the Petroleum Technology Development Fund (PTDF) requests Vendors/Contractors/Consultants who wish to do business with the Fund this Procurement year 2015 to indicate their interest in the following categories:

(h) Evidence of registration with PENCOM, and evidence of remittance of employees' pension contribution to PENCOM.

(j) Evidence of registration with Financial Reporting Council of Nigeria (FRC).

INVITATION FOR EXPRESSION OF INTEREST OF CONSULTANT(S) FOR PROPOSED FMBN RISK MANAGEMENT FRAMEWORK



A.INTRODUCTION:
I.The Federal Mortgage Bank of Nigeria, an Apex Secondary Mortgage Institution set up to promote development of low interest, affordable and decent houses for low and medium earners towards homeownership nationwide, having recognized the need to strengthen the Risk Management operation of the Bank is seeking for Expression of Interest from reputable consultants to design and implement an Enterprise Risk Management framework for the Bank.
II.The firms that have responded to our earlier advertisements on this subject should please re-submit their applications for consideration.

B.SCOPE OF SERVICES:
The Scope of work shall include:
I.Enterprise Risk Management framework and design which includes planning and organization, diagnostic review, design and documentation of our organizational system.
II.Enterprise Risk Management Implementation, this involves defining road maps for each risk areas, identifying key risk indicators, defining risk appetite and strategic risk management process.
III.Enterprise Risk Management Training, this includes all staff and board members.
IV.Other specific needs as to be identified by consultant necessary for the risk management strategies for FMBN are also welcomed.

C.QUALIFICATION/ REQUIREMENTS.

LAGOS STATE GOVERNMENT TO BLAME FOR BUILDING COLAPSES


About 23 months ago the Lagos state Government constituted a commission of inquiry to look into the incessant spate of building collapses in Lagos State and proffer solutions aimed at stemming the ugly tide. The commission released their report recently and straight off blasted The State Government for its complicity in the disastrous incidences.

The seven-member committee which was chaired by Arc Abimbola Ajayi, had Eng. Joseph Adewale, Barr. (Mrs) Roli Craig, Town Planner Moses Ogunleye, Eng. Olusegun Adedeji, Arc. Biodun Rufai as members and Barr. Kehinde David as its secretary, swung into action immediately inviting prime stakeholders and contributors in the industry like Prof. Timothy Nubi of the department of Estate Management, Faculty of Environmental Sciences, University of Lagos; President of Association of Consulting Architects of Nigeria (ARCEN) Fred Coker, an architect; Chairman, African Planning Association, Alhaji Waheed Kadiri, a Town Planner; Attorney-General and Commissioner for Justice in Lagos, Mr. Ade Ipaye and his counterpart at the Ministry for Physical Planning and Urban Development, Mr Olutoyin Ayinde to its seating. 

Amongst its findings were the fact that of the 135 cases of building collapse reported between 2007 and 2013, a curious and alarming 40% of them happened on buildings that had 2-3 floors. This prompted further digging that revealed the dirty hands of Government agencies and its officials. It was found that after greasing the hands of the appropriate agency official, some unscrupulous developers go ahead and erect a three-storied structure on an otherwise single-plan structure while the concerned Government ministry looked the other way. 
Further more, as stated earlier, 135 cased of building collapse with its attendant destruction of unsuspecting lives was reported, how come no arrest were made, no prosecution effected? Not by the police, Judiciary or any other arm of Governance. This point alone makes any responsible Government culpable for the heinous crime under investigation. 

Consequent upon the above, the Tribunal held that:
•The Government should carry out audit of all structurally defective buildings in the State for appropriate action.
•The Government should complete action on the forfeiture of collapsed building sites.
•Strengthen the mortgage system to increase the financial capacity of developers and individuals to speedily complete building projects and discourage incremental development.
Building structures within the neighbourhood of a collapsed building’s site must be probed by way of structural auditing.
•Government should immediately embark on urban regeneration and renewal in the estate through the involvement of key stakeholder professionals, residents (owners/occupiers), private investors and the appropriate Ministries and Agencies with concurrent responsibilities.
• Development permit process should out-source to only registered professionals due to the apparent inability of LASBCA to effectively carry out these functions.

DANGOTE GROWS SALES AND PROFIT TO NEW RECORD HIGH IN Q1 RESULTS



Dangote Cement released its first quarter results posting a huge 10.5% increase in profit over the Q1 of last year.
According to the unaudited results of their first three months ending 31st of March 2015, this N74.7B profit was mined from an equally massively grown gross sales figure of N114.7B ( a 10.8% increase on the corresponding period of 2014). Net profit and earnings per share also grew accordingly by 47.1% to N68.6B and  by 45.7% to N4.09 respectively.
This heart warming results, according to Dangote's new CEO Mr Van Der Weijde, was buoyed in a large part, by contributions from their African invasion projects which has seen them open new factories in South Africa, Senegal And Cameroon, and continuing with more plants in Ethiopia and Zambia. Even though gross sales fell in Nigeria, a strong pricing regime adopted in December 2014 ensured that other important margins in their Nigerian operations grew and made its own contribution to the overall company growth.

Duties and Responsibilities
  • Originate or check engineering deliverables on standard discipline engineering design to meet project, statutory and company rules to project schedule
  • Participate in formal or informal reporting to engineering discipline leader on progress of engineering tasks
  • Support for the technical authority on project, tender or design study, representing the installation discipline.
  • Preparation of technically robust, safe, environmentally friendly installation procedures and solutions for subsea installation
  • Adherence to the business management system and provision of quality installation engineering to clients, both external and internal.
  • Provide feedback into resource management to meet the allocated scope of work schedule requirements.
  • Perform calculations and analysis as required.
  • Preparation of the specifications and scope of works for subcontractors, technical bid tabulations and technical support.
  • Management and follow-up of subcontractors, vendors as well as interface towards other contractors or stakeholders.
  • Preparation of engineering task descriptions and drawing requisitions to interface with other disciplines and drafting office.
  • Assist as required by projects on procurement of either permanent or temporary material/ equipment associated with discipline engineering
  • Supervise other engineers on a standard discipline engineering scope of work
  • Provide site engineering supervision/ technical assistance for manufacturing, fabrication and/ or installation site
  • Provision of engineering management on a small epic or installation only project or tender relative to an allocated scope of work.
  • Support project and engineering management via input into the development of manpower work estimates, work scope assignments, engineering schedules, document responsibility and assignment matrix (dram) and progress measurement system (eg janus) for scopes of work and resources under the control of the engineer.
  • Co-ordinate and / or chair project meetings
  • Guide, support and train engineers under the engineer’s supervision
  • Jobs at this level are responsible for planning, allocating tasks for the engineering and drafting teams, co-ordination of activities, attending meetings with client / mws / pmt / offshore / yard etc. And the preparation and checking of all project documentation.
  • Responsible for checking / reviewing / issuance of all engineering deliverables in timely manner within the budget. The jobholders at this position are required to ensure the quality of all deliverables and adherence to company quality plans and job specifications / guidelines etc.
  • Checking, reviewing and ensuring technical accuracy and quality of all discipline deliverables such as structural analyses, design calculations, drawings, specifications, purchase requisitions, technical bid evaluations etc. During all phases of allotted project i.e. Basic, detailed, construction and installation engineering.
  • Shall be responsible for planning, organizing and delegation of work to discipline engineers and drafting staff working on the allotted project under him / her.
  • Shall be responsible for inter discipline checking activities i.e. Issuance / review and approval.
  • Directly reporting to HOD for all matters except for allotted project related issues for which, reporting to project engineering manager.
  • Responsible review of various types of tender documents and providing inputs for allotted enquiries.
  • Ensuring adherence to company procedures, client specifications, guidelines, international codes and standards.
  • Review and approval of all vendor documents, drawings.
  • Preparation of all critical documents such as design basis.
  • All personnel are also expected to contribute to creating a culture of ethics and integrity within subsea 7 and ensure familiarity with and adherence to our code of conduct
Qualification and Experience
  • Degree/Qualification in related course
  • Minimum of 6 years relevant working experience in Oil & Gas (Construction, Engineering, Offshore sectors etc.) or relevant sectors

  • BOSIET, HUET
